Today, we live streamed the following meeting: 4:00 pm: City Council Workshop in Sugarland, Texas.
What was the purpose of the meeting? According to the City Website: “The City Council will hold a Special Meeting and Workshop in a Retreat setting on Monday, July 11, 2016 @ 4:00 PM in the Cane Room of Sugar Land City Hall 2700 Town Center Blvd N, Sugar Land, Texas 77479.”
The meeting agenda did not indicate any specific items to be discussed or acted upon. The only actual meeting item we saw is a that closed-door “Executive Session” will be called (Item 2).The city council did not take an action following the executive session.
What is an executive session?
During an executive session, open meetings become closed meetings and deliberations occur in private. This allows the deliberative body to discuss matters in a less-structured, free-form environment. No votes may be taken during an executive session. Actions taken, if any, must be made in public. This is typically done immediately following the executive session. However, often, no action is taken at all.
If you’re wondering what might be considered during this time, there is an indication of that by reading the chosen language regarding the issue. Here is the language from the agenda:
“A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.”
